Technology and consumer analysts talked about access to broadband and free data plans. “Free data plans,” also known as “zero rating,” refer to an internet service provider partnering with certain content providers to exempt their traffic from counting against a subscriber’s monthly data plan. Panelists agreed that having a system in place in which low-income families do not have to worry about exceeding their data plan limit would be one way to increase broadband access. close
