Health care industry representatives talked about the role of the Independent Payment Advisory Board (IPAB). IPAB is a 15-member agency created by the Affordable Care Act to recommend cost-cutting measures for Medicare if projected spending exceeds a target growth rate. Since the passage of the ACA in 2010 through 2016, IPAB formation had not been triggered, but some experts believe it would be triggered in 2017.
