Vermont Governor Phil Scott (R) gave his annual State of the State address at the state capitol in Montpelier. Among the issues he addressed were the challenges his state faces in light of decreasing population trends. He discussed his initiatives to reverse them including tuition-free college for those who serve in the National Guard, expansion of a student workforce development program, and making Vermont more affordable for veterans through the removal of the income tax on military pensions. He also reiterated his pledge not to raise statewide property taxes and fees. close
