Following a recount and court rulings, the election ended in a tie between Republican incumbent David Yancey and Democratic challenger Shelly Simonds. Virginia Board of Elections Chair James Alcorn explained the procedures used for choosing the winner, which were based on a 1705 law, and drew David Yancey’s name. With Mr. Yancey’s victory, Republicans retained control of the House by a 51-49 margin.
