Frank Cissna talked about some of the challenges he faces as head of U.S. Citizenship and Immigration Services at the Homeland Security Department. Some of those challenges include the processing of credible asylum claims and the lack of access to state criminal data bases. He also discussed proposals involving the granting of permanent status to immigrants who graduate from American universities and the elimination of per-country caps for employment-based visas. He was interviewed at a forum hosted by the Center for Immigration Studies. close
