Kevin Kosar is co-director of the Legislative Branch Capacity Working Group, which studies Congress and makes recommendations for improving its performance. He talked about the history of congressional staffing and detailed the reasons for its rapid growth in numbers and the expansion of duties starting in the early 20th century. Mr. Kosar also discussed some of the modern attempts to reduce staffing and addressed questions of staff mismanagement and abuse by members of Congress. The U.S. Capitol Historical Society hosted this event. close
