Fifteen judges of the Fourth Circuit Court of Appeals heard oral arguments in two lawsuits filed by the District of Columbia and Maryland that claim President Trump violated the Emoluments Clause of the Constitution, which bars presidents from receiving gifts from foreign or state governments while in office. The lawsuits argued that the president illegally profited from foreign dignitaries and officials staying at the Trump Hotel. A three-judge panel of the Fourth Circuit previously found that D.C. and Maryland did not have standing to bring these lawsuits. close
