On this live viewer call-in program, Pamela Constable, Diplomatic Correspondent for the Boston Globe, joined C-SPAN to talk about the recent plebiscite in the South American nation of Chile. A plebiscite is a direct vote by an electorate on important public questions such as a change to a nations constitution. That was the case in this Chilean vote, where, by plebiscite, the constitution was changed in order to usher out the dictatorial rule of President Pinochet and restore a more democratic government going forward. close
