This was the first time since 1923 that the House of Representatives did not elect a speaker on the first vote. Because there was no speaker, new and returning members of Congress were not sworn in. Throughout the proceedings, C-SPAN cameras showed scenes from the chamber floor. Normally, the political majority in the House of Representatives controls the cameras in floor proceedings. The one exception is the day of the election of the speaker, when C-SPAN is allowed to control its own cameras.
