Civil liberty and national security policy advocates joined the Cato Institute for a discussion on the impact and legacy of U.S. surveillance programs put in place in the wake of 9/11. Several topics were discussed, including constitutional concerns, threats to privacy and individual freedoms, and intelligence sharing between federal, state, and local entities. They also touched on Section 702 of the Foreign Intelligence Surveillance Act (FISA), which authorizes the intelligence community to access the communications of foreigners outside of the United States. The panelists agreed Section 702 is a vital intelligence gathering that should be renewed by Congress before it expires on December 31, 2023, but suggested it needs changes. close
