She said that “biased-motivated violence” was especially urgent, citing FBI data that hate crimes were at the highest level in more than a decade, with Black people most frequently targeted, as well as increases in crimes motivated by antisemitism, Islamophobia, and bias against sexual orientation or gender identity.
