Majority Leader Bob Dole (R-KS) announced that the Senate would not vote on the balanced budget constitutional amendment, which would require Congress to balance the budget by 2002 or two years after ratification of the amendment by 38 states. The previous evening, Republican leaders delayed a vote on the amendment when one more voted was needed to reach the required 2/3 of the Senate needed for approval. close
