In an excerpt, members debated a supplemental defense bill. The bill would provide about $2 billion for peacekeeping missions, including operations in Haiti and Kuwait. Last Thursday, Senator Nancy Kassebaum offered an amendment to the bill. The amendment would prevent the Labor Department from using funds to enforce a striker replacement executive order that President Clinton signed last week. The executive order would bar federal contractors from hiring permanent replacements for striking employees. close
