Following a period of morning business, the Senate resumed debate on a balanced budget constitutional amendment. In 1995, the Senate defeated this bill 65-35, as constitutional amendments require 2/3 vote, or 67 “ayes.” When the bill was last considered, Majority Leader Bob Dole (R-KS) changed his vote to “no,” thus allowing him to recall the bill under rules of consideration. close
