In a portion of debate which began at about 9:45 a.m. and ends with Senator Byrd’s remarks at noon, Senators debated H.R. 3396, legislation that would define marriage as the union between one man and one woman at the federal level. This would effectively allow states not recognize same-gender marriages which have been performed in other states and would forbid same-gender partners from receiving various federal benefits as heterosexual married couples do. close
