As part of a symposium titled, “Prospects for Constitutional Reform: Congress, the Courts, and the Case for Self-Discipline,” Rep. Shadegg discussed the constitutionally enumerated powers of the legislative branch and whether and how Congress can practice self-restraint. He emphasized that legislators should debate whether each bill they consider does not exceed the constitutionally designated powers of the federal government. He authored H.R. 2270 during the 104th Congress to that effect, but it was never considered. After his remarks, he took questions from the audience. close
