Ms. Star Parker, who was once on welfare, spoke about how welfare programs can be changed. She stressed that welfare has created a culture where values such as faith, family, community and hard work are forgotten and a cycle of dependency and illegitimacy is perpetuated. She argued that the welfare programs as they currently exist need to be eliminated in favor of programs which emphasize both urban economic development and moral regeneration. After her remarks, she took questions from the audience. close
