Subcommittee members heard testimony from Franklin Raines, White House Budget Director, concerning the president’s proposal for federal assistance to the district of Columbia, which is part of his overall budget package. The plan would eliminate the annual $660 million payment to the district and would allow the federal government to take over several city operations, including the justice system, income tax collection and the pension plan. It would also provide other funds for problem areas, such as Medicaid and transportation. close
