President Clinton and Chairman Arafat met with reporters before their meeting at the White House. The president expressed regret over the Israeli decision to put a new Jewish neighborhood in Jerusalem saying it would “build mistrust” with Palestine, but he added that the U.S. must leave the actual negotiations to the two parties.
