President Biden made remarks at the White House on the Special Counsel’s report on classified documents. He highlighted the differences between the investigations into himself and former President Trump, and then answered questions from reporters. He addressed the report’s labeling him a “well-meaning, elderly man with a poor memory” saying with emotion, “I am well-meaning, and I’m an elderly man, and I know what the hell I’m doing.”

On April 22nd, 1971, 27 year-old former Navy Lt. John Kerry testified against U.S. involvement in the Vietnam War as a member of "Vietnam Veterans Against the War". Senator J. William Fulbright (D-Arkansas) chaired the committee.

The House continued work on the dozen bills that make up federal spending for the fiscal year 2022 budget year. In this session, members approved two bills: legislative branch spending, with a 14 percent increase, and money for the State Department and foreign operations, with a 12 percent increase.

The Senate passed H.R.1385, to authorize funding for the Martin Luther King, Jr., Federal Holiday Commission. The Senate began consideration of S. Con. Res. 30, which set forth the congressional budget for the United States Government for the fiscal years 1990, 1991, and 1992.
