Leaders and members of the Congressional Black Caucus held a news conference calling on fellow lawmakers to pass legislation aimed at reducing gun violence and the use of fatal force by police. The news conference happened a day after five Dallas police officers were shot and killed, and just days after two separate incidents of black civilians being fatally shot by police officers in Louisiana and Minnesota. One member, Representative Cedric Richmond, (D-LA), called on House Speaker Paul Ryan (R-WI) to move quickly on calling up gun control legislation in the chamber.

The Senate Judiciary Subcommittee on Crime and Terrorism held a hearing on the benefits and costs of police body camera technology. Senator Tim Scott (R-SC) testified about the importance of police body cameras and community policing, addressing the April 4, 2015, fatal police shooting of Walter Scott in North Charleston, S.C. During the second panel topics included body camera policies, privacy rights of the public, and effective pilot programs around the country.

Senator Scott (R-SC) spoke about race relations and law enforcement. He said South Carolina was transformed because he was elected over two popular white candidates. He spoke about a lack of trust between police and black communities, and discussed police body cameras, tracking police shootings, and criminal justice reform. He also said education and sentencing reform were needed.
