A bipartisan group of House members spoke to reporters about a proposed resolution scheduled for debate the next day on support for U.S. policy in Iraq as a major part of global efforts to combat terrorism. They used a yellow rope tied around their wrists to emphasize their point that their hands were tied by the wording of the resolution and that it did not allow for a full and open discussion of all aspects of U.S. policy and military commitments in Iraq.
