Chairman Carl Levin and ranking Republican John McCain had introduced bill S 454 to enforce increased oversight and accountability in the Defense acquisitions system and better practices throughout the Defense Department. Among the issues addressed were cost overruns and a proposal that programs be cut when they became 25% over budget. close
