U.S. Supreme Court Justices Anthony Kennedy and David Souter testified before the House Appropriations Subcommittee about the U.S. Supreme Court budget request. During questioning, Justice Kennedy said that he did not like mandatory sentencing, particularly minimum sentences. Justice Souter also said that he continues to dislike the idea of cameras in the Court. He also urged Congress to approve pay raises for federal judges.
