House Judiciary Subcommittee members heard testimony from National Drug Policy Director Barry McCaffrey, anti-drug experts and legalized marijuana advocates on referenda in Arizona and California which approved marijuana for medical use. McCaffrey and others stressed that such laws create conditions for increased drug abuse and that other drugs can provide the same relief as marijuana and the proponents of medical marijuana stressed the need for the use of marijuana to help patients when other drugs cannot or are too expensive. close
