Joseph McMillan

He was previously country director for a variety of countries in the Arab world as well as the former Soviet Union, and served as principal director of the office of Russian, Ukrainian, and Eurasian affairs in 1997-98. He holds a B.A. in political science from the University of Alabama, did his graduate work at Vanderbilt University, and is a 1992 distinguished graduate of the National War College. A career civil servant with over 24 years of service in the Department of Defense, he is a two-time recipient of the Secretary of Defense Medal for Meritorious Civilian Service. Wikipedia*
