Fort Wayne, Indiana Mayor Paul Helmke (R) and Lancaster County Board of Commissioners Chairman Terry Kauffman testified Senate Environment and Public Works Committee before the that greater efforts need to be made to preserve open spaces. They included agricultural lands and natural areas in those preserved spaces. They talked about funding preservation efforts through bonds and conservation easements. They were followed by a panel which discussed the problems of urban sprawl and the need for “smart growth” programs. close
