President George H.W. Bush spoke to an audience in the East Room of the White House in a ceremony marking February 1991 as Black Cultural Month. He announced that the ground campaign of coalition forces in the Persian Gulf war was going well, and the liberation of Kuwait was proceeding on schedule. He did warn his listeners to “guard against euphoria,” but noted the relatively few U.S. casualties, and said the U.S. and allied forces will prevail. President Bush then discussed the importance of the contributions of blacks to U.S. history, contributions which have gone uncredited for most of the length of the existence of the nation. close
