The Northeast-Midwest Congressional Coalition sponsored a forum on Defense Secretary Dick Cheney’s recommended military base closures, the process through which they were determined, and the impact of the closures on the surrounding areas' economies. Due to a realignment in the military structure caused by changing military priorities and budget constraints, the military plans to reduce its manpower 25 percent by 1996, with the base closures accompanying the reduction. Invited speakers discussed the military’s plans to reduce manpower and the effect of base closures on the areas surrounding the bases. close
