Mr. Rivkin, who worked in the Justice Department during the Reagan Administration, talked about his reasons for opposing Senator John McCain’s amendment to the Defense Appropriations bill. The amendment called for a ban on “cruel, inhuman or degrading treatment or punishment” against anyone in U.S. custody. Mr. Rivkin said that the definition of torture needed to be clarified. He also responded to questions and comments from telephone callers. close
