During debate on lobbying reform, Senator Schumer offered a second degree amendment to the legislation in order to block an agreement on the sale of U.S. seaport assets to a Dubai company owned by the United Arab Emirates. The Senate then went into a quorum call to resolve issues surrounding the introduction of the amendment, and when it returned to business a cloture motion on the lobbying legislation was filed. close
