Witnesses testified about the safety of children whose parents are in the work force. Testimony concentrated on the programs already in effect and the issues of separation of church and state in child care legislation and programs. The subcommittee wanted to develop the proper legislative language that would not prevent church involvement in child care programs but would prevent any constitutional contradictions. close
