President Bush read a statement from a microphone in front of a helicopter on the South Lawn of the White House shortly after returning to the White House from Camp David. He vehemently denied that his administration wanted to deliberately provoke Iraq into open hostilities with the U.S. to help his campaign, but did say he had spoken with other countries about using any means necessary to enforce U.N. resolutions concerning Iraq. He answered questions from reporters concerning what he termed a “breach of security,” concerning media reports alleging U.S. provocation of Iraq. close
