Military service branch chiefs and others testified on pending legislation on sexual assault in the military. Among the issues they addressed were reporting procedures for assault cases, the role of the convening authority, and the scope of the problem within military ranks. The service chiefs said, when asked pointedly, they opposed letting prosecutors, rather than commanders, handle sexual assault investigations. close
