Former information technology officials testified on the implementation of the Affordable Care Act’s HealthCare.gov Web site. Karen Evans served in the George W. Bush administration, and Richard Spires served in both the Bush and Obama administrations. Both agreed that the site was flawed but fixable with time. Mr. Spires questioned whether the fixes would be made by the November 30, 2013, deadline. close
