Commissioner John Koskinen testified at a hearing on the implementation of the tax penalty in the Affordable Care Act, and the IRS' enforcement of the health care provisions requiring a purchase of health insurance and providing tax credits. He said that Congress' decision to cut the IRS budget was negatively impacting IRS agents' ability to answer taxpayer questions, and that call wait times averaged nearly 30 minutes. close
