Majority Leader Mitch McConnell (R-KY) and Senator Rand Paul (R-KY) spoke about the federal budget and government spending. Senator McConnell blamed Democrats for Congress failure to be able to pass a fiscal year 2016 budget, saying they filibustered regular spending bills. Senator Paul called on the Senate to let spending authority run out. He said Republicans could then bring forward their spending plan, knocking out what they see as wasteful programs and requiring Democrats to offer amendments to insert the programs they want. close
