Senator Gramm and Rep. Armey spoke in a news conference to introduce their legislation for an alternative economic stimulus program to that of the Clinton administration. The Clinton administration’s economic stimulus legislation suffered defeat at the hands of a Senate filibuster earlier in the year, and only the unemployment compensation proposals of the original bill was passed by Congress. The congressmen discussed the initiatives in their legislation, which they said would stimulate the economy without raising taxes. close
