Government officials talked about the future of international cooperation in the reduction and elimination of weapons of mass destruction. On December 12, 1991, President George H.W. Bush signed the “Soviet Nuclear Threat Reduction Act,” also known as the Nunn-Lugar Act, beginning a formal process between the Soviet Union and the United States of cooperative storage, dismantling, and destruction of Soviet nuclear and chemical weapons. close
