Michael Morrisey presented the summary finds of research conducted on the extent and nature of competition in the Affordable Care Act (ACA) marketplaces in the five states of California, Florida, Michigan, North Carolina, and Texas. The research was conducted by the ACA Implementation Research Network, a joint project of the Brookings Institution and the Rockefeller Institute of Government. Then Professor Morrisey was joined by panelists, including state-level experts, who outlined how the law worked in their states and what should be a part of any replacement plan.
