Rep. Ralph Norman (R-SC), one of 19 House Republicans who joined with Democrats to vote against a rule to debate the Foreign Intelligence Surveillance Act (FISA), briefed press following the failed vote. He said, “there’s a big segment that wants the warrant provisions. Theres a big segment that wants the -- not the Fourth Amendment for sale.” He continued to say he thinks the vote needs to be debated and not come up as a suspension bill. close
