In an excerpt from the Senate floor, members voted on whether to end debate on the Kassebaum Amendment. This is known as a cloture vote. President Clinton issued an executive order last week limiting federal contractors from hiring permanent striker replacements. Senator Nancy Kassebaum offered an amendment that would ban funds from being used to carry out that order. Fifty-eight senators voted to invoke cloture, and 39 voted against the motion. Since 60 votes are required for cloture, members may continue debating the amendment. close
