In an excerpt, Senators Hatch and Leahy opened debate on SJ Res 1, a Balanced Budget Amendment which would require a three-fifths vote to approve a budget deficit or an increase in the federal debt ceiling. Senator Hatch spoke about the need for a balanced budget and the popular support for it. Senator Leahy countered that an amendment is not only unnecessary, but only a political game supported by members who have yet to prove they are willing to make the difficult choices to balance the budget. close
