President Bill Clinton announced a proposal to allow early retirees and laid-off employees to buy into Medicare as early as age 55, instead of waiting until they are 65 to begin receiving health care benefits. The plan would also ensure that retirees can extend health care from their employers through age 65 if they so choose. The premiums would be paid by the new enrollees and therefore would have little impact on current Medicare finances. President Clinton outlined the plan and how it would be implemented. close
