While President of the US Student Association I gave testimony on the legality of minority scholarships in front of a congressional committee. The committee examined the administration’s policy towards minority scholarships. The previous week Michael Williams, director of the Office of Civil Rights at the Department of Education, had announced that the 1964 Civil Rights Act prohibited reserving scholarships for members of minority groups. On Tuesday, the Department of Education backed away from a total ban on restricted scholarships by having a transition period for implementing the new policy. close
