S.J.Res. 2, S.Res. 11, and S.Res. 12 were introduced. S.Res. 11, to commend the Secretary General of the United Nations was passed, as well as S.Res. 12, calling upon President Gorbachev to refrain from further use of force against the democratically elected government of Lithuania, Latvia, or Estonia were passed. A unanimous-consent time-agreement was reached providing for consideration of S.J. Res. 1, regarding U.S. policy to reverse Iraq’s occupation of Kuwait. A unanimous-consent agreement was reached providing for consideration of S.J. Res. 2, to authorize the use of United States Armed Forces pursuant to United Nations Security Council Resolution 678.
