President Bush talked about his Clear Skies Initiative, designed to reduce pollution and create jobs. He argued that the present regulations provided a disincentive for companies to upgrade their equipment, something his proposal would fix. With new equipment incorporating the latest technology, companies could reduce pollution, operate more efficiently, hire more workers, and lower the cost of their products. The legislation would also impose limits on the production of certain pollutants. close
