During the morning plenary meeting of the 9th Annual Summit on the States, a panel discussion was held on education reform. State legislators and policymakers discussed the No Child Left Behind Act, which requires that teachers for all core subjects must be “highly qualified.” The panelists examined incentives to attract better teachers to lower-achieving schools. Following their remarks, they responded to questions and comments from members of the audience. Minnesota State Senator Dibble moderated the panel. close
