In the second of two parts of a hearing on the $50 billion investment scam allegedly engineered by Bernard L. Madoff, Security and Exchange Commission (SEC) officials focused on possible regulatory failures and the need to rewrite the laws governing the U.S. financial markets. Among the issues they addressed were past failures to recognize or properly evaluate warnings about the Ponzi scheme, as well as inadequate enforcement by the agency.
