Democratic Senators Joe Manchin (WV) and Bob Menendez (NJ) voted “no” with all Republicans. Majority Leader Chuck Schumer (D-NY) switched his vote to “no” and filed a motion to reconsider to allow for second vote at a later time. Several Senators were absent, including Georgia Senators Jon Ossoff (D) and Raphael Warnock (D) who were both attending former first lady Rosalynn Carter’s service in Atlanta.
